This Dec. 9, 2014 staff file photo shows seismologist Dr. Kate Hutton, of Caltech Seismological Laboratory and Caltech-USGS Media Center, explaining earthquakes and early warning systems being developed to sixth graders from Adat Ari El Day School. On Monday, Feb. 8, 2016, three state lawmakers introduced bills that would direct $23 million in state funds toward an Earthquake Early Warning system being developed for the West Coast.
