In the 1960s, when I was in Junior High and High School, newspapers were written on an 8th grade reading level. There may be a correlation between the dumbing down of the public school curriculum and the reading level of present-day newspapers. I agree that the newspapers in this area have some pitiful writers.

I'm guessing this perspective is derived from WV test scores relative to national standards. For instance, one state's average for a 12-year old student could be about at the seventh grade level, whilst another's places at about the fifth grade level. In education, and testing in particular, everything is relative. Everyone is compared with each other to determine averages and percentiles. And more than you want to know, folks teach to the test...
